Positive Experiences and Examples of the Parliamentary Committees for Security in SEE

Where and when

27-29 June 2010, Sarajevo, BiH

Description

The primary purpose of the conference in Sarajevo was to bring together representatives of Parliamentary Security Committees from SEE to a forum for comprehensive discussions on parliamentary oversight of the security sector and to stage the base for better standardization in this field in SEE countries. Here Jan Dirk Blaauw, on behalf of CESS, contributed to the forum by pointing out that parliamentary oversight remains a contested function, which most parliaments are still struggling to develop. It includes specific techniques like questioning, interpellations, emergency debates, hearings and inquiries, which are all designated to extract information from the government. He concluded by stating that without full and accurate government information, meaningful oversight is impossible.
