UNDP Training Programme in Moldova Kicks Off

On 19-22 July 2010, the first workshop of a new training programme for senior Moldovan officials was held in Chisinau. Moldovan government officials are learning how to negotiate with the EU more effectively. UNDP commissioned this programme, and CESS is executing it in a consortium with the European Integration Strategy Association (EISA) from Germany and the Institute for Public Policy (IPP) in Moldova. 

The workshop began with opening statements from various stakeholders. Rainder Steenblock of EISA spoke on behalf of the consortium; Ylva Sorman Nath, the country officer for SIDA represented Sweden, a sponsor of the programme; Matilda Dimovska, the deputy head of UNDP in Moldova described her organization’s commitment to good governance; and Eugen Caras from Moldova’s Ministry of Foreign Affairs and European Integration (MFAEI) dwelled on the beneficiaries of the workshops.

In his keynote address, Dirk Schübel, head of the European Commission’s Delegation to Moldova, stressed the importance of the project and praised Moldova for being well prepared in the negotiations so far. 

Much of the teaching was in the able hands of Tamara Obradovic-Mazal, a former chief negotiator for Croatia, and her colleague Maja Kust. They provided vivid examples of things negotiators should always do, and things they should never do. These were much appreciated by the trainees. Many of their questions to the instructors dealt with specific issues that the Croatian negotiators had faced, and how they had dealt with them.It turned out that the Croatian experience contained many lessons for Moldova. The second workshop in a series of four in will be held on 21-24 September.
