This study is written in the framework of a programme titled Needs and Options for Security-Sector Transparency and Reform in Ukraine and Moldova (for short: NOSTRUM). The programme is implemented in close co-operation with our partner institutes the Razumkov Centre in Kiev and Institute for Public Policy (IPP) in Chisinau. This Harmonie Paper is the end-result of a roundtable meeting held in Odessa at the end of November 2003 and will serve as a starting-point for a second phase within the programme: a series of policy workshops in Kiev en Chisinau throughout 2004 and 2005. Three types of authors contributed to this inquiry into the needs and options for security sector reform of Ukraine and Moldova. First, authors from 'neighbourhood' countries (Bulgaria, Romania and Slovakia) offered their reform-experiences on the road to NATO-membership. Second, Ukrainian and Moldovan experts gave their view on what the main needs are and which options could be available for their countries to achieve an affordable and appropriate security sector under democratic control. A third category of authors was a small group of international observers of Ukrainian and Moldovan security issues who were able to give their 'outsiders' view of obstacles to reform. Finally, CESS' Research Director, David Greenwood and Director Peter Volten wrote an introductory chapter and distilled priority agenda's for Ukraine and Moldova in their efforts at security sector reform in two final chapters.
