Governance Structures in Central and Eastern Europe by Herman Hoen is a Special Issue in our series – the Harmonie Papers. The work is the result of a collection of some excellent presentations held during a major international conference, organised by CESS, in March 1999 for the purpose of Taking Stock on Transformation in Central and Eastern Europe. The role of international organisations in promoting 'good governance' is the dominant theme. After the event Professor Herman Hoen (University of Groningen) collected the material, edited six papers for publication and wrote an introductory essay. Contributors to this Harmonie Paper are some leading analysts: Joachim Ahrens (Germany); David Bartlett (USA); Hans-Joachim Giessmann (Germany); Oleh Havrylyshyn (Canada); Karen Henderson (United Kingdom); Ivailo Izvorski (Bulgaria); Ian Jeffries (United Kingdom) and Ron van Rooden (The Netherlands). After an explaining Section on ten years of experience with market reform and democratisation in Central and Eastern Europe this Harmonie Paper elucidates several important aspects of the transition economies in this region, including a stylised regression analysis; conditionality and international financial institutions; elite receptions and responses; and political culture.
